On February 27, 2019 an Officer initiated a traffic stop in the parking lot of Wawa on a white Ram 1500 pickup truck being operated with an expired PA registration. Upon making contact with the operator, identified as Harold Govan, the Officer immediately smelled the odor of an alcoholic beverage emanating from inside the vehicle. Govan refused to submit to field sobriety testing. Govan also refused to submit to a blood draw to determine BAC%. Harold Govan was taken into custody for Driving Under the Influence of Alcohol or Drugs. Govan was released from police custody pending a summons for DUI and related charges. Govan was also found to be a Habitual Offender, having been convicted multiple times for Driving Under Suspension DUI Related. All charges were later filed with District Court 15-3-04.
