On April 4, 2019, the Criminal Investigations Division received a report via the Chester County Detectives of suspected sharing of child exploitation imagery (child pornography). The report was received as a result of a submission by the social media company to the Internet Crimes Against Children/National Center for Missing and Exploited Children. Investigation identified the physical address of the offender via their IP address. A search warrant was obtained and executed which resulted in the seizure of electronic devices. Additional searches were conducted on those devices which yielded evidence of possession and distribution of child exploitation imagery by Humberto Luna-Lopez.
Humberto Luna-Lopez was taken into custody at his residence on May 6, 2019. He was turned over to the Chester County Prison for central booking. He was arraigned by Judge Bailey and bail was set at $150,000. He was remanded to the prison after being unable to post bail.
The Kennett Square Police Department was assisted by the Chester County Detectives and their computer forensics unit in this investigation.
