On 6/1/17 just before 7pm, someone called 911 to report a vehicle sitting in front of a business with an unconscious driver in the first block of Ways Lane in Kennett Township. The vehicle was said to be running and in gear. Officers Cramer and Juarez arrived and found a male slumped over with the engine running and transmission in reverse. The driver had his foot on the brake and the back of the vehicle was facing the road and railroad tracks. There was drug paraphernalia including a hypodermic needle in plain view. The officers pulled a police car in behind the vehicle because of the immediate danger to the public roadway, railroad and first responders. The officers got the driver out of the vehicle and he had several empty heroin bags in his lap. He was identified as 42-year-old Thomas Manuel of Ways Lane, Kennett Square. On 9/16/17 the investigation was concluded and charges for two counts of DUI (drugs) were filed.
