On November 24, 2020 between 2100-0000 hours, NCPD conducted a Buckle Up PA / Click It or Ticket detail within North Coventry Township, Chester County PA. On that date at approximately 2214 hours Police were on the S. Keim St. on ramp to Route 422 west observing traffic that was traveling west on Route 422. At approximately 2214 hours Police clocked a gray Ford Fusion, bearing PA registration JKC7309 traveling 85 MPH in a posted 55 MPH zone. Police stopped said vehicle at approximately 2215 hours and spoke with the driver and sole occupant, Kenneth Wayne Bruce Jr., the defendant. While speaking with the defendant Police detected the odor of an intoxicating beverage coming from the defendant. Police observed that the defendant's eyes were bloodshot and glassy. The defendant admitted to drinking prior to the stop.
Police requested that the defendant submit to a portable breath test and perform field sobriety testing, which the defendant did submit to and subsequently failed. The defendant agreed to submit to having blood drawn for laboratory analysis and the defendant was taken into custody. The laboratory analysis of the defendant's blood draw indicated that the defendant had a 0.163% BAC at the time of the blood draw and was deemed impaired by alcohol and unfit to operate a motor vehicle safely on the highway. The defendant was charged with PMVC 3802(a)(1) DUI general impairment, PMVC 3802(c) DUI (highest rate of alcohol), and PMVC 3362 maximum speed limits.
