Jacob Keil, age 29, of Lincoln University was arrested and charged with violations of the Controlled Substance, Drug, Device, and Cosmetic Act (Act 64), as well with two traffic offenses, after the 2002 Toyota he was driving was stopped for failing to dim its high beam headlights. The incident occurred on 05/27/2018 at approx. 11:46 PM, in the 100 block of Ellicott Road, in New Garden Township. Upon making contact with Keil, police observed drug paraphernalia in plain view and a check of his license status revealed that his privilege was DUI suspended. A subsequent search produced hypodermic syringes and baggies of suspected heroin on his person. He was taken into custody, processed, and later released, pending issuance of a summons.
