On December 18, 2018, at approximately 0944 hours, the Westtown-East Goshen Regional Police Department was notified of an assault that had occurred inside the facility of Wellington at Hershey’s Mill, located on Boot Road in East Goshen Township, Chester County.
An investigation conducted by the Criminal Investigation Division of the police department determined that Robert Kaiser (M/62, 700 block of East Marshall Street, West Chester) entered the residence of a 91 year old family member at the facility and assaulted the victim by strangulation.
Robert Kaiser was taken into custody and charged with Attempted Murder, Aggravated Assault, and Strangulation. Kaiser was arraigned in front of Magisterial District Justice Thomas Tartaglio, who denied bail and remanded Kaiser to Chester County Prison. The Westtown-East Goshen Regional Police Department was assisted by the West Goshen Police Department and the Chester County District Attorney’s Office. The police department would also like to thank the administration of Wellington for their cooperation and assistance in ensuring the safety of the facility’s residents.
