ARREST MADE IN CONNECTION WITH ARMED ROBBERY AT THE LUKOIL GAS STATION IN THORNBURY TOWNSHIP

The Westtown-East Goshen Regional Police Department responded to the Lukoil at 1209 Wilmington Pike, Thornbury Township on January 07, 2019 at 7:09 PM for a reported armed robbery. This gas station is located at the intersection of Rt. 202 and Rt. 926. The robbery occurred at 1908 hours.

The owner of the Lukoil reported that he was the sole occupant when the offender entered the small gas station wearing a tan color mask, black hooded sweatshirt, orange t-shirt with a circular print design on the left chest, yellow and brown gloves, khaki pants and blue color athletic shoes with orange soles. The offender approached the owner with a knife held in his right hand and demanded that the owner “open the register”. As the owner opened the register to collect the cash, the offender went to a storage cabinet and removed cartons of cigarettes. The offender ordered the owner to give him the cash drawer and the owner complied. The offender left the store with the entire cash drawer, US Currency, coins and cartons of cigarettes. No injuries were suffered during the robbery.

A review of the store surveillance video showed that the offender arrived in the passenger seat of a dark color Chevrolet Malibu LS sedan with no registration displayed. The vehicle arrived into the parking lot from westbound Rt. 926. The Chevrolet had no inspection stickers, a distinct round white vinyl sticker in the driver’s side upper rear window and a black cap and a red cap on the rear deck inside the rear window. On the dash of the vehicle there is a white piece of paper in front of the driver’s position. The vehicle left the scene eastbound on Rt. 926. There is a small dealership sticker under the driver’s side tail light.

The empty cash drawer was recovered by police at 10:20 PM on Rt. 926 exactly 0.8 miles east of the gas station. 

Detectives created a crime alert that was sent to all law enforcement throughout the Delaware Valley and a short time later Detectives received calls from the Delaware State Police Troop 2 and Cecil County (MD) Sheriff’s Office. Soon after it was discovered that the offenders in the Lukoil robbery had committed similar gas station robberies since January 6, 2019 in Delaware and Maryland.

On January 9, 2019 the Caln Township Police Department responded to a reported robbery at the Turkey Hill gas station located on Bondsville Road and police there learned that a masked male entered the gas station and stole several cartons of cigarettes. The alert witness told police that the offender left in a dark color Chevy Malibu and this vehicle description was broadcasted to all Chester County law enforcement.

The Tredyffrin Township Police Department set-up surveillance on Rt. 202 and observed the matching Chevrolet sedan traveling north on Rt. 202 towards Rt. 76. This vehicle was stopped by Tredyffrin Police and members of the Westtown-East Goshen Regional Police Department responded to the scene of the stop and confirmed that the vehicle stopped was the exact vehicle captured on video during the Lukoil robbery.

Police arrested the driver of the vehicle, Joshua Alexander Foster, age 27, of Ferncliff Road, Newark, DE and passenger Kyle Joseph Jones, age 29, of East Hanna Drive, Newark, DE. The vehicle was seized and relocated to the Westtown-East Goshen Regional Police Department.

As a result of this joint investigation by the Westtown-East Goshen Regional Police Department, Caln Township Police Department, Tredyffrin Township Police Department, Delaware State Police and Cecil County Sheriff’s Office, the Westtown-East Goshen Regional Police Department charged Foster and Jones with robbery, conspiracy, aggravated assault, simple assault, retail theft, theft by unlawful taking, receiving stolen property, recklessly endangering another person, terroristic threats, prohibited offensive weapons, possessing instruments of crime, harassment and disorderly conduct.

Foster and Jones were transported to District Court 15-2-03 and arraigned before Magisterial District Judge William Kraut who set bail at $300,000.00. Both were remanded to Chester County Prison and the preliminary hearing was scheduled for January 17, 2019 at 9:00 AM.
