Arrest Made in Fatal Hit and Run Crash-East Goshen Township

ARREST MADE IN SERIOUS MOTOR VEHICLE CRASH INVESTIGATION IN EAST GOSHEN TOWNSHIP
On November 19, 2018 at 9:05 AM the Westtown-East Goshen Regional Police Department responded to the intersection of Boot Road and Barker Drive in East Goshen Township for a three vehicle accident.
The driver of a Honda Accord made a left turn towards Barker Drive from Boot Road and drove into the path of a Toyota Solara. After these two vehicles collided, the Toyota Solara hit a third vehicle that was stopped at the stop sign on Barker Drive at Boot Road.
The two elderly occupants in the Toyota Solara suffered serious injuries and were transported to Paoli Hospital by Goshen Ambulance and Good Fellowship Ambulance Medics. The driver of the Toyota, Ralph Procopio, age 80, of East Goshen Township died as a result of injuries sustained in the crash. His wife, age 80, was later released from the hospital.
The driver of the Honda Accord fled the scene on foot before police arrived and a detailed search of the area was conducted with negative results.
Members of the Traffic Safety Unit conducted the scene investigation and the roadway was closed to all traffic for approximately 3 hours.
Detectives worked throughout the day looking for the 20 year old driver of the Honda and at 6:50 PM the individual appeared at the police department to provide information about the accident.
Based on a detailed investigation by the Westtown-East Goshen Regional Police Department, a warrant of arrest was issued by Magisterial District Judge Tartaglio charging Arnaldo Jose Ortiz, age 20, of the Victoria Drive, Coatesville, PA with Accidents Involving Death or Personal Injury, Accidents Involving Death or Personal Injury while not Properly Licensed, Accidents Involving Damage to Attended Vehicles or Property, Careless Driving-Unintentional Death, Failure to Stop and Give Information and Render Aid, Failure to Notify Police of an Accident or Death, Vehicle Turning Left and Improper Left Turn.
On November 21, 2018 at 11:35 AM members of the Westtown-East Goshen Regional Police Department and Coatesville City Police Department arrested Arnaldo Jose Ortiz at his Coatesville home on Victoria Drive.
Arnaldo Jose Ortiz appeared before Magisterial District Judge Tartaglio at District Court 15-1-02 for his preliminary arraignment. Bail was set at $100,000.00 dollars and Ortiz was remanded to the Chester County Prison. He will return to District Court 15-1-02 on November 28, 2018 at 9:00 AM for his scheduled preliminary hearing.
This accident remains under investigation and police are seeking anyone who witnessed the accident, saw someone walking away from the scene or any resident who may have confronted the Ortiz near a shed in their backyard. It is believed that this occurred at a residence in East Goshen Township or West Goshen Township.
The Westtown-East Goshen Regional Police Department was assisted by the Coatesville City Police Department, West Goshen Township Police Department, Willistown Township Police Department, the Chester County Sheriff’s K-9 Unit, Goshen Ambulance, Goshen Fire Police, Good Fellowship Medics and the Chester County District Attorney’s Office.
