On Sunday November 15th, 2020 at approximately 02:09 hours WCPD observed a blue BMW M3 exit a parking lot at high speed in the 200 block of East Market Street. The vehicle made a right turn on a steady red light without stopping. WCPD attempted to stop the vehicle for the traffic violations but the driver failed to stop. A pursuit was initiated on the vehicle traveling south bound on South Adams Street. The vehicle continued at a high rate of speed continuing to violate several traffic laws. The driver disabled the vehicle as it left the roadway driving into a grass area up onto railroad tracks. The driver, identified as Nino Vincent Roca Jr, a 20 year old white male of Wilmington, DE, was taken into custody. Roca displayed signs of intoxication along with endangering the safety of his two passengers. Roca was charged with DUI, Fleeing and Eluding, and various other traffic offenses. He was transported to Chester County Prison for arraignment. A Preliminary Hearing is pending at District Court 15-1-04.
