On February 19, 2022 at 0100 hrs an Officer from the OPD observed a vehicle traveling at a high rate of speed in the 100 Blk North Third Street in the 25 mph speed zone.  The Officer made contact with the operator of the vehicle, James Overstreet, 20, of Nottingham, who showed  multiple signs of intoxication.  An open container of alcohol was also observed in the passenger seat. Overstreet completed a series of field sobriety tests which did show signs of impairment.  Overstreet did refuse a chemical breath test and was processed and released pending a summons.
