Oxford Borough Police Sergeant Makes History as First in Chester County Police Officer to Complete FBI-LEEDA Five Star Executive Institute
Oxford, PA – The Oxford Borough Police Department proudly announces that Sergeant Christopher Coverly, a 24-year veteran of the department, has become the first law enforcement officer in Chester County to graduate from the FBI-LEEDA Five Star Chief Executive Institute—a prestigious, executive-level leadership program tailored for top police officials nationwide.
Sergeant Coverly graduated on Friday, August 22, 2025, alongside 39 other law enforcement leaders from across the United States, including representatives from California, Massachusetts, Arkansas, South Carolina, Michigan, Maryland, Utah, Louisiana, Illinois, New Jersey, Texas, Maine, New York, Colorado, Florida, and Rhode Island.
The FBI-LEEDA (Law Enforcement Executive Development Association) Five Star Chief Executive Institute is a rigorous, two-week training program designed to enhance the strategic leadership capabilities of high-ranking police executives. The program focuses on critical topics such as ethics, organizational development, labor relations, accountability, strategic planning, crisis leadership, community engagement, and the evolving landscape of modern policing. Admission to the program is reserved for those already serving in top executive roles, such as police chiefs and sheriffs.
Sergeant Coverly earned his place in the program after completing FBI-LEEDA’s Trilogy series—the Supervisor Leadership Institute, Command Leadership Institute, and Executive Leadership Institute—as well as specialized training in Internal Affairs Investigations and Media & Public Relations.
