Police have charged HESS with DUI and related offenses after the vehicle he was operating crossed into the drive-lane of the oncoming patrol vehicle traveling on Strasburg Avenue. After failing multiple field tests, HESS submitted to a blood test. HESS was processed and released pending a summons. A preliminary hearing at the District Court in Parkesburg is pending.
