Hashim Fountain, 30, of Wilmington, DE, was charged with Endangering Welfare of Children, Possession of Marijuana, Possession of Drug Paraphernalia and related offenses.  The incident occurred on July 3, 2019 at approximately 10:25 AM on West State Street, Kennett Square Borough when Fountain was being issued a parking ticket for parking in front of a fire hydrant.  Fountain opened the door to his 2012 Chrysler minivan, where his children were located, and the Officer detected the odor of marijuana emanating from inside the vehicle.  Charges were later filed with District Court 15-3-04.  On 11/4/19 Hashim Fountain turned himself in on this incident for arraignment and a preliminary hearing was scheduled.
