A WINTER STORM IS APPROACHING......BE PREPARED!

A Winter Storm is approaching our area and has the potential to produce significant snowfall, late Thursday night January 6th into Friday morning January 7th.  The potential snowfall estimates currently are between 2-4 inches with other reports stating a possibility of between 4-6 inches.  As usual we will not know the true impact until the storm makes its way into the area.  The most important part of this is to be prepared and begin that preparation before the snow arrives.  Some of that preparation includes locating alternative parking before the snow arrives if you park a vehicle on a Winter Warning or Snow Emergency Route.  Those routes are listed below. 

Mayor Fetick and Chief Holdsworth will be assessing the current situation to determine if a snow emergency will need to be declared.  In the event a snow emergency is declared, our local ordinance will be in effect, which is listed below.  A winter warning shall be in effect when roads are covered with freezing rain, snow, sleet, hail, or ice.  The Snow Emergency and Winter Warning Routes are detailed below. 

Article VI. Snow Emergency Routes and Winter Warning Routes.[1]

11-55 Definitions.

Words and phrases in this article shall have the meanings ascribed to them in 75 P.S. section 101 et seq., except where the context clearly indicates otherwise.

11-56 Limitation on parking.

(a)      Snow Emergency. The mayor or other official designated by borough council may declare a snow and ice emergency (referred to as a "snow emergency"). A snow emergency is instituted when four inches or more of snow have accumulated, but it also may be instituted based on other weather conditions deemed to require the removal of vehicles from the roads for safe travel. The declaration of a snow emergency may be announced by posting at the borough municipal building; or by radio, newspaper, email, social media sites or other available media. The termination of a snow emergency may be announced in the same manner. After a snow emergency has been declared, no person shall park a motor vehicle or allow that vehicle to remain parked on any portion of a snow emergency route as set forth in section 11-56.1.

(b)      Winter Warning. A winter warning shall be in effect when roads are covered with freezing rain, snow, sleet, hail, or ice. The mayor or other official designated by borough council may declare the start time for a winter warning in preparation for and in anticipation of those conditions. The declaration of a winter warning may be announced by posting at the borough municipal building; or by radio, newspaper, email, social media sites or other available media. The termination of a winter warning may be announced in the same manner. When a winter warning is in effect, no person shall park a motor vehicle or allow that vehicle to remain parked on any portion of a winter warning route as set forth in section 11-56.2.

11-56.1 Designation of snow emergency routes.

(a)      Birch Street, north side;

(b)      West Cedar Street, from Meredith Street to Union Street;

(c)      Cypress Street, both sides, except permit parking zones;

(d)      Meredith Street, west side, between State and Cedar Streets;

(e)      Race Street, between East State Street and East Cypress Street;

(f)       South Street, south side;

(g)      State Street, both sides;

(h)      Union Street, both sides;

(i)       Walnut Street, east side;

(j)       Linden Street, south side, from Broad Street to Willow Street;

(k)      Broad Street, both sides, from State to Cypress Street

(l)       North Willow Street, west side, between Linden Street and State Street;

(m)     Ridge Avenue, south side;

(n)      North Mill Road, from W. State Street to north Borough Line.

11-56.2 Designation of winter warning routes.

(a)      East Linden Street, north side, from Broad Street to Willow Street;

(b)      North Willow Street, east side, from East Linden Street to East State Street;

(c)      South Walnut Street, east side, from East South Street to Southview Avenue.

11-57 Signs.

Each street designated as a snow emergency route or a winter warning route, as provided in sections 11-56.1 and 11-56.2 of this chapter, shall be posted with suitable signs or markers not less than twelve inches by eighteen inches and at intervals not exceeding one thousand five hundred feet.

(a)      Snow emergency route signs or markers shall, at a minimum, state "snow emergency route, four inches or deeper" and shall be of a different color than winter warning route signs or markers.

(b)     Winter warning route signs or markers shall, at a minimum, state "winter warning route, when snow or ice covered" and shall be of a different color than snow emergency route signs or markers.

11-58 Penalty and enforcement.

(a)      During a period of a declared snow emergency or winter warning, any person who shall park a motor vehicle or allow a motor vehicle to remain parked on a portion of a snow emergency or winter warning route as set forth in sections 11-56.1 and 11-56.2 above shall be guilty of a violation of this article, and, upon conviction in a summary proceeding, shall pay a fine of not more than three hundred dollars, plus costs.

(b)      Any motor vehicle which remains parked during a snow emergency or winter warning in the areas identified in sections 11-56.1 and 11-56.2 may be removed by or at the direction of the borough. In addition to the imposition of a fine and costs, the reasonable cost of removal and storage shall be collectible by the borough in a summary proceeding, which may be separate from, or part of the proceeding provided for the imposition of the fine and costs as set forth in subsection (a) of this section.

(c)      For the purpose of determining the person responsible for the fines, costs, and charges provided for in subsections (a) and (b) of this section, the registered owner shall be presumed to be the responsible person unless the operator or other responsible party is identified.
